15   VArOvW and VArRefPri values are not clear inside WTUR

Issue: VArOvW and VArRefPri are two datas defined as CMD in the WTUR logical node. Theses two datas seem to be related to the reactive power generation priority over active power.

CMD control common data class uses an integer value to send the command. It is not clear how this two datas shall be used and which values should be sent in the control order to request the wind turbine to try to priorize the reactive power setpoint.

Proposal: The use and meaning of these two data should be clarified. Both of them seem to be related to the same issue with different naming.

A possible solution could be to use only VArOvW as a SPC. Once this data is set to TRUE, the wind turbine has to give priority to the reactive power setpoint. If this data is set to FALSE, the active power setpoint is the most important one.
